Which is better applying to FM program, an Old 2013 clinical LoR from IM /geriatrics or a recent non-clinical LOR from my clinical education fellow PHD supervisor?

A clinical letter is more important for residency applications. Ideally a letter incorporates both your clinical and non-clinical acumen, but if you have to pick one or the other, the letter that speaks about your clinical prowess is probably more important to a PD of a residency program than your educational abilities. They want some one who will be good at treating patients over someone who can teach students (though again, the ideal letter conveys that you can do both).
