I think Maryland would be considered a much stronger program in terms of reputation. My understanding is that Downstate is almost all IMGs -- and yes, not that IMGs are bad doctors, but it's generally a signal of a less competitive program.
That's just a very bizarre question because those programs are so different. Maryland is a bigger league place with a well known reputation and a big free standing historical psychiatric hospital. I've never heard either Downstate or RWJ talked about as being comparable programs. Now I'm sure training at all places could be good (and maybe better not at Maryland), but it just seems odd to compare these programs.
On that note, these threads in general are odd because there's a program review thread, and general SDN norms ask that you contribute as well. I'll just throw that out there before someone else does.
