UV Spectroscopy

Can someone explain why conjugated double bonds will absorb in the 200-400nm region, but isolate alkenes will not? In other words, why are the HOMO and LUMO closer together in conjugated molecules?

Also, are we just looking at the lambda maximum when reading a UV plot?
