Chicago has a lot of community-based violence prevention/reduction programs. Not sure what UIC, UChicago, and Northwestern offer as far specific coursework, but worth a look probably.
 
Johns Hopkins MPH program! You could concentrate on health policy. They have a bunch of relevant classes - injury prevention, child safety, transportation policy, violence, ergonomics, and health economics. Also, Baltimore is full of violence!! So you can do you practical work or projects right in your own area while you're there.
