Just wondering if it is doable to work about 16 hours a week with a 30 minute drive each way, do a OT weekend program and have to take care of a house/pets?

I had read no more than 10 hours per week, but why bother?

I went to school full time (getting As abd Bs), worked full time (50 hours) and took care of a home (no family in it- just me) and it is doable. You just have to be extremely organized and self disciplined.
 
I'm in a weekend program (Misericordia) that is 2.5 hours away, I work 25-30 hours per week with a 45 minute commute and I'm doing fine. I also have to take care of my pets, apartment (and boyfriend lol), and I also go to the gym a few times a week. It is manageable but be prepared to work hard, give up your weekends, and most of your free time. But it will definitely pay off in the end.
