was looking at a powerpoint presentation on AAMC website(2004 NAAHP)and it mentions "flagged" scores.

Does a "flag" impact admissions?
Do "flagged" scores predict as well?

Is this for people who receive special accomodations?

No, they do not predict as well, because they were often given under circumstances that benefit the test-taker with methods that will not be repeated for the USMLE.
