UC > CSU > Community College

Community college first, then the one that gives you the most money.

Pick a four year institution that you will be happy at and which will not put you into debt.
Community colleges are all right, but it's preferable that you complete all prereqs at a four year institution as not all schools accept CC credits.

Very true, but you stand a better chance of getting accepted if your stats appeal to all dental schools. Getting into dental school is extremely difficult to begin with, so every little bit helps.
