Why is the CMC for ionic surfactants higher

Why is it higher? Is it because the head group is more hydrophilic so can mix with water better than non ionic surfactant, so the driving force for micellisation (due to the ordering of water) occurs at a higher concentration, once the ordering effect of water is significant enough?
