Why do most research positions for dermatology explicitly mention that NO FMGS can apply to them? Why are they so discriminatory against FMGS?

In VSAS, why is it that many derm departments want a copy of an applicant's Step 1 scores while all the other departments at the same institution don't ask for them? The answer is that derm is competitive, so what's the point in investing energy and resources in someone who doesn't have a good shot at matching.
 
I agree with Waylon. programs wouldn't put too much effort into someone that is likely not going to match, even if their scores, pubs and LOR are stellar. that is not to say you cannot get a fellowship somewhere, there is a guy that has done like 2 or 3 of them so far and still did not match (and likely doing them to 1) stay in the states given visa status and 2) continue to apply, he still has not matched this year)

I know of several IMGs who matched into derm after doing fellowships. It's definitely an uphill battle but it's not insurmountable. IMGs should focus their efforts on programs who are known to take IMGs in the past.
