Why does it seem that, at least in my program, there is such a strong emphasis on having a large number of residents in clinic? In other surgical departments, attendings appear to be more self-sufficient, and residents are in the OR almost every day. Why is our department different?
No wonder so few graduates go into academia. It's because they can't—they've been scut monkeys for the majority of residency.
 
Because they can!

You did not say what kind of program you are in.
But if you are in a dental program, there are no federal funding limits to dental residents as there are in many programs. As a result hospitals are happy to bring on extra dental residents.
 
They are talking about OMS and the enrollment is tightly restricted. I had experience at 3 different programs and it holds true at all three. Almost none of the graduates can actually do the specialty.
