Question about chances

If one failed a a combined 2 classes during the first 2 years but, managed to achieve a 230 on Step 1 do they have a chance at any GS program in the US?

Don't mind JackDeli. He doesnt extend a helping hand easily. Just use the formula I have provided below and you will not only know what your exact chance is down to 19 decimals places, but you will know which program you will match at, what specialty you will end up in, whether you will ever loose your hair, and what the weird rash is all about. Good luck.
