This is a classic decision crux.I like City Year a lot, but it also feels foolish to let go of the second opportunity if I do get in (more prestigious, more flexibility, better fit, much more pay - which I really need right now). I have no information on the second job because they only release final placements July 1st. But at the same time, the second job is very competitive, so there is no guarantee. I don't know if I will get in or not, just that I am one of the finalists. If I leave what I have now in anticipation of the second job, I may not get into anything and am left without a job for this next year. And that means it will be difficult for me to afford the app cycle fees.
People do drop, and I cant imagine there are legal consequences, but it would be very dishonest. You are preventing the program from finding someone else as you wait to drop them.I ended up asking them for an extension, and they said they usually only grant brief extensions for people hearing back from grad/med schools. Not sure how I would explain waiting on another job position, since this would imply they are my second choice.
However, I was looking into their on boarding procedure and to accept an offer, you have to do so electronically by accepting a "Letter of commitment." This is due June 15. The official paperwork is due about 12 days after that. I've heard that a lot of people drop from the initial letter of commitment part and that this wasn't such a big deal. The CY manager himself told me that there are always people dropping out of the program after signing the letter or even the official documents b/c other stuff comes up. Could I technically accept the offer electronically and then, if I get into the other position, just leave before signing the official paperwork? Are there any legal consequences of this decision? Could this screw me up for any future Americorps positions I apply to?

One has to let go of some opportunities in order to take advantage of others. Your situation was not designed. It happened randomly.
Sometimes it happens by design. Residency program directors at very selective programs set up interview dates that conflict with their competitors in order to make applicants choose between them. It's a good skill to develop now.

I have no idea if it could impact future AmeriCorps spots, but if they can tell you dropped another program I doubt they would consider you.
Update: I talked to the hiring manager and he said they will give me a brief extension and even if I accept City Year, they will understand if I have to drop out due to other circumstances and that it isn't a problem for them (apparently, they over-hire for this exact reason, b/c the attrition rate is high in Americorps). He seemed okay with it tbh and said he was happy I was being straight-forward. They know service years are a big commitment and he told me that many corps members drop out after getting into schools from the waitlist or if they can't afford it financially. Anyway, that convo made me feel a bit better 🙂 thanks for all your help!
