I’m not an adcom or advisor, but as someone who transferred a few times, I will say that even if you’re transferring to a harder school, being significantly happier will make it easier to do well. It sounds like you should transfer and save your sanity.

But first, have you prayed about it?

I have, a lot. I haven't heard back from ND, so maybe if I don't get in, that's God's way of showing me he wants me in Miami for one reason or another.
Don't make that assumption. What if He actually wants you at Oregon? Or Maryland? Or Purdue? If you don't get into ND, pray and ask if it's right for you to transfer. If so, pray for guidance on where to apply. He wants to stretch and test you so you can grow, but He also wants you to be happy. Ask Him for help knowing where that can happen, whether it's in Miami or elsewhere.

As for whether you'd be shooting yourself in the foot by going to Notre Dame, don't stress yourself out. Even if your GPA were to slip a little, you've got plenty of room before you get into "trouble." Moreover, your academic performance may actually improve if you're not miserable.
