Can I submit to schools that don't have GPA cutoffs so my app is verified and then when my GPA updates, send my app to the schools with cutoffs? I just don't want to apply too late.

It does not. I speak from experience that a 2.99 doesn’t even round to 3.0.

I’m not sure, I can’t remember how many significant figures AACOMAS uses in their gpa calculations.
