Like, do they ask for a phone number or something to prove your connection to the state if you are not a resident and have family/friends there? what if you had a family member who lived there but moved, or had a family friend who lived there and has since passed?
I've seen it happen that notarized affidavits were required by other persons. But this is unusual.
 
Just don't lie...be honest! You never know - they could follow up and find out that you're lying. That would be MUCH worse than not having in-state ties.

You can mention that they USED to live there. That's basically as far as you can go. You can't say that they live there now if they don't.

edit- even though they don't currently live there, it still shows a connection to the state (f you put that they used to live there).
