This forum made possible through the generous support of SDN members, donors, and sponsors. Thank you.
I would just include what $$ the other schools has offered you. Aka, difference due to merit aid.

I would also include school name.

I'm grateful to have received a scholarship offer from School A, which I can also commute to. Based on what I've seen on SDN, it's worth it to try and negotiate this merit offer with school B, however, do I include the fact that I can commute to school A and cite the difference in COA, or just cite the tuition difference based on the merit aid. The problem with the COA difference is that I can't really produce an accurate number for the cost of living at school B, but it's bound to be higher than commuting

Side Question: Do I use School A's name in my email to school B? I've seen some on here say to never use school name, but I'm not sure why that would be a huge problem. Also gives school B the option to call school A to verify.

I wouldn't volunteer another school's name out there. But as long as you are professional, and phrase it in terms of problem-solving and considering all your options, I see no reason why not to ask what other funding options are available to help you finance your dream. Bringing reasonable numbers can only help in this regard.
