Different schools have different tolerances/desires for expressions of interest. However, peppering a school with updates that are not material or sending repeated LOIs reflects poor judgment, and thus would seem to harm rather than help one's chances of acceptance.
Your friend is either lying, or doesn't understand the concept of cause and effect. That said, there are needy needy schools, or those that like seeing people grovelI have a friend who swears he only got accepted because he contacted admissions so frequently and sent multiple updates + lois so that they knew who he was when they started pulling off the WL. Your friend is probably downplaying GPA/MCAT, but probably annoyed the hell out of the admissions office staff. Some schools welcome that behavior while others automatically red flag the applicant. If your GPA/MCAT aren't up to snuff, this won't work for sure.

Agree to an extent, no one likes desperation in any form. However, if you are persistent in a professional manner and provide updates to your application that actually improve it, it will probably be positively viewed.

I would probably add Vandy likes LOIs/communication. For example in one email confirming WL they specifically said they are open to a second letter of intent in May if it was already sent before April.U Penn
