You can be called before the promotions committee at any time for anything. Usually it is for poor academic performance or unprofessional conduct. You get a hearing before the committee before you get kicked out.
Not sure what "prematriculation" would mean. Does it really mean you are not yet a student and are not yet being billed for tuition? What would/does such a program cover?
