Harbor is less competitive than NPI but above the other UCLA-affiliated programs. Also, top programs don't just care about research, but if you have any other meaningful extracurriculars, advocacy or community work, those are needlessly to say super valuable as well. It doesn't hurt to apply to UCLA/ shut down the opportunity without even trying, especially if you have a strong personal narrative for going into psychiatry. Also another note, UCR, when I was interviewing and speaking to other applicants that are there, seems to be looking for people that will end up providing care for people in the Inland Empire. Also, don't forget about the Kaiser programs, San Mateo, etc.
