Maybe because other aspects of OP's application changed. But I agree; try to write new secondaries or polish/improve old ones.

I know a guy who reapplied with p much everything the same except he added a scribing job and got in lol. So it's really hard to predict.

Well, sure, if you were really close last time, you could get in on a repeat with no changes if the applicant pool is slightly weaker on the reapp, but why take that chance?
