Have you been accepted to UQ already? If so, take a look at your offer letter as it should answer those questions for you.
From what I remember, you must pay a deposit in advance of the first semester and must pay for the entire first semester before it begins. If you withdraw before the census date, you'll be able to get back your tuition minus a cancellation charge which should be in your offer letter, I think it's something like A$5000. The census date for 2021 was March 31 but I'm not sure what it will be for 2022.
