OB3 rules just got finalized, and it is reasonable to presume the final financial aid rules to determine packages is a factor.

That could be possible, but on that same note places that historically don't reject WL applicants until July have already sent out massive rejection waves which could mean they have a decent understanding of their class size from PTE. Every year applicants say something along the lines of the cycle being delayed, but at the end of the day there is really nothing to do about it. It is likely you get off a WL still with it being so early, but rather than read tea leaves and speculate, best thing is to do things that make you happy and take care of your mental while also strengthening your app for a possible reapplication.
