Do these spots still exist for transfers? What's the best way to quietly inquire about leaving your program without upsetting people....

you should probably just email them and ask. it is a tough situation. i can understand that you might not want to bring up the issue of transferring to your current program without having a guaranteed spot elsewhere, but the new program is extremely unlikely to offer you a spot without first speaking with your current program director and chair to make sure you are a good resident. you may need to actually have a discussion with your current program so you can then openly start applying, and there are spots that exist in programs elsewhere that are not advertised.
