1-Do you think a lot of state schools like Ohio/Colorado look at their instaters first and send interviews to them first before sending to out of staters??

2-Do you know if Colorado looks at instaters and whiche's before considering out of staters?

I do not know direct answers to your questions, but I do know that my state school, OHSU, does divide up the applications into in- or out- of state applicants. Now I'm not sure what they do from there, but you can assume that since they divide them up, there is a different procedure or review process for in- vs out- of state applicants. Obviously they give preference to instate, but I do not know if they review them first and send invites first. I realize this does not really answer your question at all, but hopefully it sheds some light on your question
