2 theories regarding school acceptance

In selecting schools to apply to, I have come up with 2 theories. my gpa and mcat are good, my ECs, nothing special.

theory 1: schools that have lower median mcat and gpa, are more likely to accept me because they will see my scores and be impressed. so it is better to apply to them rather than the more competitive schools (schools with higher median mcat and gpa.)

theory 2: schools that have lower median mcat and gpa, are less likely to accept me because the schools that care less about numbers must care more about ECs. it is better to apply to the more competitive schools (schools with higher median gpa mcat)

which one is correct?
 
Apply broadly, meaning schools from both groups. I don't think either theory is correct.
 
I would call these hypotheses. Tell us what happens later in the cycle and maybe we can up it a notch to a suggestive contemplation. Otherwise, you're asking a bunch of fish how to get out of water. Only in assumptions could any pre-meds know.
