Do Canadian programs send out rejections in general or they just don't respond to you at all?
still it depends on programs - and universities

For anyone else looking for information about applications as an IMG, that list seems to reflect CMG interview invitations. Talking to peers and Health Force Ontario officials (Ontario government employees that liase with internationally trained medical students and physicians), it seems that only Ontario Family Medicine and a single Physiatry program have offered interview invites (and rejections) to IMGs.

IMG radiology interview invites? Thats impressive congrats 👍 If you dont mind me asking, which program was most IMG friendly?

Currently, there are four schools most IMGs can apply to.
Manitoba - 4 spots with shared competition between CMGs and IMGs. (insert edit) These tend to be very difficult for IMGs to access. We have a grading system that is unfamiliar to Manitoba's selection committee, little to no face contact with them, and lower likelihood of our network/references being of relevance. If you are from Manitoba but are an IMG or you invest elective time here, I would not be surprised if you were considered - that being said, that opinion is all supposition.
The remaining three programs have parallel IMG spots that CMGs cannot compete for. I will relate what I know about each.
McMaster - 1 IMG spot. The Program Director notes that she takes in as much information as she can to make an informed choice - she mentioned observing USMLE scores and EE scores as a way to compare students. She states they want to know that you are someone they can work well with. They have a recent history of taking University College Dublin applicants. I did not get the impression that they favoured that institution, I simply wish to relate common traits. I met their UCD residents - they were truly lovely people.
Toronto - 2 IMG spots; have a clinical investigator program. I am hesitant to relay much on this topic given the competition for this position. I would rather other candidates not know too much about my strengths or weaknesses in regards to this position. I will happily comment if you private message me after the match or network via Facebook etc.
Ottawa - 2 IMG spots. Please refer to my comments about Toronto in regards to sharing information at this point. Their CaRMS description also requested undergraduate transcripts (similar to Mac), so one could assume they are looking for consistent academic excellence or simply perhaps a background in physics.
In general, the more IMG spots, the more interviews they can offer. I would consider that IMG friendly. I am currently of the opinion that should you wish to compete for a Manitoba position that you should do an elective there to show that you are committed to the province, rather than simply tossing them an application because you can.

Does this mean that an IMG with EE scores of 277 have no chances to be considered by any program, even with research experience in Canada (if the position of research assistant at an University Hospital Center is considered so)...
How could the profile of such an IMG's application be improved in this case, though you can't pass the EE twice

In general, you need an MCCEE over 300. Different programs have different cut-offs if at all - I'm not a Program Director so I obviously cannot speak in absolutes. The information on the CaRMS website would give you more concrete information in regards to the programs you're interested in.
This statement also reflects my knowledge of first round - there is very little reliable information for qualifications in second round.

and btw, I understood that the candidates with only the first exam passed are rarely considered, and it's logical bcs the QE 1 and 2 are more objective - the EE is just a preliminary test (esp for us IMGs, for which studies were pursued in another format, from another point of view, with different lacks), but Ontario should just say that - Do not apply if you have just the EE, don't spend your money, like Quebec and another few provinces do.

I won't be responding to future questions/comments that deviate significantly from this topic (ie. frustration regarding the process - we could all talk about that for days). As of right now, I feel my response has very little to do with an "Interview Invites Thread".

But than again, the match rate for IMGs last year was 19% (298/1460) in total and 47% for 2011 graduates....so not too surprised

Match rates for IMGs have hanging out around 20% since 2006-ish
2010 - 18%
2009 - 21%
2008 - 23.5%
2007 - 15%
2006 - 44% - what happened there?
So, if you're a glass-half-full type of person, this means that while competition is fierce, it hasn't really been getting any worse.
It seems to be important to do Canadian electives/rotations in the disciplines in which you're applying. The where, at least as far as I'm seeing amongst peers, is less important.
Some programs (ex. Ontario Family) seem to be just doing a raw EE cut-off, but to make the cut from there you'd likely need to be able to demonstrate your interest via an elective.
