2019 Application Cycle: Scholarship Questions

How do schools usually determine who gets a scholarship?
Is it mostly need-based or merit-based as well?
Do lot's of applicants leverage their way into a scholarship? i.e. "I have multiple acceptances and will come to your school if you give me money."
Do schools release financial aid (and scholarship info) before April 30th?
