do I need to file for an application before the soft opening on the 15th? or will I be able to request an application and start working on it when it is available/after the 15th during the soft open?

You can start on the 15th

You can make an account and start on it right away on the 15th. The app is immediately available for completion, but is only available for submission on June 4th and onward.
