i think you'd need to beat the mean, or at least .7% of the standard error of the mean above the median in the case where the 95% confidence interval is inaccurate due to a reporting error, or if the moon is slighty deviated from its normal 20-century typified orbit. but, i'm only guessing, you could need .72 above . . . i mean who really knows, you know?
