3.6 gpa, 523 mCAT, serious red flags, Should I give up?

You have an upward trend. Yes, they will see those older bad grades, but see all the A’s you’ve since gotten and they can see you’ve turned things around. You have a good GPA so that will make little impact.

For 4, you don’t even have to disclose that.

I will let others chime in for #1.

Overall, you have a good story to tell and your chances of rejection are 100% if you never apply.
 
You have a competitive MCAT score.

I'm not sure about your arrest record, whether or not you would need to submit that. In regards to your red flag 4, I don't you think should list that. Other than that, 9 W's may cause a bit of a concern, but you proved yourself with an upward trend and a competitive MCAT score, so you may get an acceptance. You would just need to apply to several well thought schools, provide a reason behind your W's, and you should be fine. hopefully at least.
 
I think that you have a very compelling story of overcoming adversity which I believe will be seen in a very favorable light by at least some if not most ad coms. Having said that, I think you need to proceed with the awareness that medical school tends to exacerbate emotional disturbances.
