3.89 and a 28/26 on MCAT (decrease). Any chance at my state school?

I am at a top 50 university with a 28 (8B 12V 8P) first time MCAT and 26 (7P 9V 10B) second.. (bummer I know)

2 publications, honors diploma, summer research, volunteer work ,good LOR, ect...

Any chance I could get into Minnesota as a state school?

What MDs should I apply to? (already applying to top tier DOs)

The only schools I could find that take the best subscores are MCW, Wisconsin, Tufts, and GW. Even with my score of 30, I think Tufts is out of the question. Any other schools that I'm missing?
 
With a 3.89/28, you might check into some of these schools if they still consider the best set of scores (I did not screen them by rechecking the list):

Wake, Creighton (no CC credit for prereqs), Nebraska, LSU-NO, NYMC, Vermont, Hofstra (newer)
Wayne, Wright, Drexel, FAU (new), Tulane, MSU (high OOS tuition), Oakland (newer in MI), Penn State (requires a research thesis), Commonwealth in Pa (seeks to train rural NE PA docs), Arizona X 2,
VCU, Louisville, UIllinois (high OOS tuition), Buffalo, EVMS, RFU, Cooper (new)
