Rumors are rumors, but nevertheless i recently heard that for the 2007 match, the programs requiring a prelim year will have to provide it themselves, any truth to this?

A couple chairs talked about this last year and it seems like this is the overall trend. One added that he anticipated transitional year programs would have to start offering rotation schedules tailored to each specialty (more ICU and less floor/ambulatory for anesthesiology; more ass-sitting for the derm group), but it seems to me there's plenty of demand for TY programs as it is, there's not much motivation to change.
