How is choice A chiral in this problem? I thought double-bonded atoms couldn't be chiral.

this is an allene, which does not need 4 different groups attached to a C to be chiral. Since the terminal C has different groups attached to it, and you can rotate the allene molecule side ways it is optically active.

Try wiki, it has decent explanation on allene chirality.
