4.0/31 I would say you've got a good shot. I don't think that your 8 in the verbal will be too big of a problem either.

You should be fine. I had that exact same MCAT, and a little bit lower GPA and am currently a 3rd year at a Texas school. The 8 on VR seemed to hurt a little (I didn't get as many interviews as I would have guessed and I'm assuming that was a big part of it) but it all turned out ok. Just make sure you shine on your interviews when you get them.

Numbers-wise, you're in good shape. Did your Personal Statement receive critical aclaim? Are your LORs likely to be golden? Your brief overview of your ECs seems to hit many desirable areas, but without more detail, it's hard to say you have them nailed.
I'd say you have great chances. I am a TX resident with similar stats and interviewed at most of the Texas schools. I was in last years application cycle and I didn't submit my TMDSAS until early July...it wasn't verified until the end of July (~3-4 weeks after submission) and I didn't recieve my first interview invite until after the first couple of weeks in August. I wouldn't worry about retaking it unless you were trying to go to an out of state school. Feel free to PM me if you have any other questions!
