A Couple of Questions

I am debating where to go to school and its coming down to exams

I have been told that a licence from Florida will allow me to go to any other state and practice without any major hurdles

I do not how good north carolina's licencing exam will give me the same degree of flexibility

I am not sure exactly how it works Do I take the national exam first then a state exam?
