Since there aren't that many practice questions available out there - is it best to just hold on to the practice tests until after you have finished studying, and do them all like a few weeks before the actual test date?
Or is it better to work on them every few weeks in between your studying?

Yes, hold off on them until maybe a month or two before your acutal test date, depending on how many tests you have and how often you plan on taking them. If you do want to study earlier though, use the paper practice tests, not the computerized ones. You want to save those for more formal practice later on.
