Area of painting = 4X5 = 20 feet squared

Area of frame = [area of frame on the edges] + [corners area]
Area of frame = [0.5(4) + 0.5(4) + 0.5(5) + 0.5(5)] + [ 4(0.5)(0.5)]
Area of frame = 10 squared feet

Total area = 20+10 = 30 squared feet

Percentage area of frame = 10/30 = 33.33%

Area of frame = [area of frame on the edges] + [corners area]
Area of frame = [0.5(4) + 0.5(4) + 0.5(5) + 0.5(5)] + [ 4(0.5)(0.5)]
Area of frame = 10 squared feet

Total area = 20+10 = 30 squared feet

Percentage area of frame = 10/30 = 33.33%

Painting = 5 X 4 = 20 feet
Total including frame = (5 + .5 X 2)(4 + .5 X 2) = 6 X 5 = 30
Frame = 30 - 20 = 10
So finally, =10/30*100= 33.33%

I just thought that it would be more time efficient to subtract the painting from the total area to find the are of the frame.
