Only 28 people from Idaho accepted. I don't know how much this should alarm me.

In 2014, 52 out of 118 applicants were accepted. Only 28 accepted in 2015 seems like a pretty drastic shift?

Ok I found the last few years for Idaho:
2012: 43
2013: 54
2014: 52
2015: 28

Is it just an off-year? What would cause that?
