So if an activity were to be continued throughout 3 years but the time commitments varied (for example: 12 hrs/wk freshman year, 16 hrs/wk summer after freshman year, 20 hrs/wk sophomore year, 40 hrs/wk sophomore summer, 16 hrs/wk junior year, etc), how would you list all that on one activities section for hours per week without over/under estimating the number of hours done per semester?

Just do the math to add up the total number of hrs per week and divide by the number of total weeks. You just need an average. You can detail the breakdown down in the description box.
