While it's definitely an ethical situation, it might be a bit touchy for the interview. You don't want to mar your interview incase the interviewer personally strongly disagrees with your stance. Though if you get asked it, and it's the only thing you can think of, just be careful of how you go about it. The impression I got when I was asked a similar question at my interviews was that they were looking for things like cheating/plagiarism, not necessarily on your part, or if you had encountered anything in your shadowing or other experiences.

The correct answer to that question is "Well, once I was asked in an interview to describe a time I experienced an ethical situation, and I wasn't sure if I should lie or not. I decided to lie."

Then watch their head explode.

Simply make up the standard ethical story about a coworker stealing........

If someone asks you, "Have you [ever] been in an ethical situation?" then you answer the question. "Yes," or "no."

Don't touch it. Choose an "ethical situation" that isn't also controversial. You don't want to rub anyone the wrong way, and odds are you will.
