Long story short: My university typically funds 20 students each year to a national conference if they are accepted, I had two of my abstracts accepted, the state decreased schools budget so they are no longer able to fund travel, I can not afford independent travel, both posters will still be presented at school Symposium.

Question: Can I/Should I still list that the abstracts were accepted for presentation at a national conference?

That statement seems to accurately reflect reality.

Check and see if attendance is a requirement for your abstract to be listed in the conference proceedings.

OP, you can list both abstracts with an asterisk that it was accepted for presentation at a national conference, but was not presented due to inability to fund for travel.

Regardless, national conferences usually require you either change presenting authors or it will not be in the meeting notes/published online in the supplement. Are you planning on doing so? Otherwise, it may be difficult for adcoms to verify the fact that you did indeed have two national abstracts.

Unfortunately, no. University cut funding for every single presenter (football team still went to national playoffs but that none of my business......)

I have emails from the conference stating acceptance, is that satisfactory?
