hi,
a school i want to apply to requires that 2 of the recommendation letters be academic. does that mean they have to come from my college or would a letter from my boss who is a professor at a different university be ok?

I imagine the academic from another university should be fine, but you could call /email the program secretary and ask.
 
Always clarify with the program, but I'm guessing their reasoning is that they want academics to be able to vouch for you to function in that environment. They do this because they don't want a recommendation from some random person who may not be a doc level person, or someone in a different field give you a recommendation, because they can't really speak to the experience as well as someone who has gone through a similar program/experience.
