Acceptance with Incomplete File?

I was just wondering if anyone has gotten or heard of someone who has been accepted with an incomplete file (such as missing a LOR).

Not that I'm aware of. I think it's just the way it goes that you have to be complete first before getting accepted no matter what your stats are.
