I don't know!! I really like OUWB, but I also want to check out EVMS. I'm kinda turned off by the OOS tuition for EVMS. I know I'm getting way ahead of myself, but can I establish residency in Virginia after a year there?

No. Virginia doesn't allow student status changes. Unless you marry a Virginia resident.
