The answer is listed as A, but wouldn't the name with the lowest number substituents be C? Answer choice C puts ethyl in the 2 position, while Choice A makes it higher, in the 3 postion.

You should add up all numbers involved and see who has got the lowest number in total.
 
would the 4,4 dimethyl group count as 4 or 8 when you add things up?

It should be 8 in my opinion since you have two groups attached at the ring, though at the same position.
 
this is a trick question
if you add all the substituent numbers in answer choice A you will get
3+1+1+4=9

if you add letter c
2+4+4+1=11 much higher number, if A wasn't in the answer choices i would of picked C,......but being that A gives a lower number for substituents overall ......A is the answer......remember ALL SUBSTITUENTS NOT JUST ONE HAVE TO OBTAIN THE LOWEST POSSIBLE NUMBER.......JUST MY GRAIN OF SAND
