Can I submit my app for residency prior to having all my letter writers submit and the institutional evaluation submitted?

I have the same exact question. I need to submit very soon and my evaluator seems not to have the time right now.
another question is can I add two LOR after I already submitted?

I had the same confusion earlier about similar issue. I emailed ADEA PASS and asked them if the programs going to receive additional LORs after submitting my application and they answered me saying " Yes, the programs will be able to see the additional request sent and completed in the application."
I strongly suggest to email ADEA PASS about any inquires since they don't take long to respond.
