Advices needed for Signaling - IMG, Mid YOG, Mid scores, no research

Hi. I hope it's correct subforum to open this thread since I couldn't find a separate IMG one. I feel like my CV is not super typical, so I need your help for applications and signaling.

Non-visa requiring, non-us IMG from an underrepresented IMG country
YOG: 2021
Steps: 237/250/233
NO research apart from a home country poster presentation
4 months of USCE - 3 US LORs + possible home country LOR from IM PD
Home country clinical experience:
- 3 years of working as a GP as mandatory service: emergency department/urgent care
- 1 year of internal medicine residency: roughly 10 months of inpatient and 2 months of consults

Most important and almost only factor for me is heme/onc fellowship. No strong preference for geography.
I made an excel sheet with all the programs and their necessary information for filtration, but even after basic filtering I still have ~150-200 programs left and I don't know how to filter more and utilize signals that is going to best align with my profile.

So, which programs or type of programs would you recommend me to signal, in order to maximize my chances of matching and with hopefully decent chances of h/o fellowship later on?

I feel like top community programs like Cook, Einstein Philly, Medstar would require some sort of academical background, but do they always necessarily? (and I'm aware their mean step2 is 255-260 acc. to residency explorer)
Is signaling some low tier university/university affiliated programs might be a good idea (such as UPMC Harrisburg, Loyola Macneal, Kansas Wichita)? or if they are a university, will they definitely require some research in my CV?
 
You might possibly get more responses in the internal medicine forums.

Your scores are relatively competitive and your clinical experience may be attractive to certain programs. Your main hurdle is the IMG status, though non-visa requiring is a plus.

It sounds like you know where to target. I think that using your signals to mid tier community programs is a good idea. While you should maybe focus there, it wouldn't hurt to send a signal or two to a top community program or even a mid to lower academic program or two. Maybe others can chime in (I'm not in IM), but I'm not sure how many programs to which you should apply. I'd say your first shot is your best shot, so do as many that are feasible.
