I was wondering if
1.) By convention, one occurs before the other

2.) If the shift is done in one-single concerted reaction with the departure of the LG, or in two.

In the first step of the SN1 reaction, if the release of a LG results in a primary carbocation and there is an alkyl group next to it, the LG release and the alkyl shift is ONE CONCERTED REACTION as a primary carbocation is extremely unstable.

I don't know anything about H-shift preferably occurring before the alkyl shift, or vice versa. If anyone has information on this it would be very helpful.

I believe the alkyl shift is preferable since it creates a more substituted product than a hydride shift.
