Alternatives to programs like HPSP, USUHS, etc.?

I just wanted to know if there were alternatives to programs like HPSP or the USUHS? In other words, are there programs that pay for medical school similar to the aforementioned and require some kind of service/commitment afterward (but it doesn't involve joining the military)?
