Am I being brushed off?

I applied for a P2 intern position at Walgreens and got a call from a pharmacy manager 3 weeks ago. He asked me a few questions over the phone about how I am at counseling, giving shots, and if I have any experience at Walgreens. It was a friday night so I was a little caught off guard by the call and gave some unprepared answers. Basically I said I'm good at counseling, but have only given shots once. I also said I didn't have any Walgreens experience since I did my IPPE at safeway. To my surprise though, he said I was good to go and that he was going to talk to his store manager and bring me in for an interview.

I thought I was really good to go but then it all went downhill. I did not receive a call back for a week so I followed up. The pharmacy manager said that he hasn't had the chance to speak to the store manager yet but will do so soon. I waited another week but did not receive a call, so I followed up again. This time he said the store manager is on vacation, and assured me not to worry. However, that was a week ago. So it has been 3 weeks since his original call and I am getting worried.

I feel like there are two possibilities.
1. He does not want to hire me, so he's just gonna brush me off every time I follow up until I give up.
2. He is really busy and really does not have time to interview me. And since they are not in a hurry to hire someone, I am on the bottom of his priority list.

In either case, what should I do?
 
Keep following up. Be proactive. Walgreens is a very busy and bureaucratic work environment. The pharmacy manager and store manager schedules might not line up every day. He might legitimately be busy. Apply what you learn from this interview process to that of finding a job after pharmacy school. It will be more difficult.
 
Hiring interns can be a long process because most of the application process is handled by the pharmacy supervisor. If it's a good supervisor you can be good to go in a week or two. If the supervisor is a little disorganized, it could take a while 🙂
 
Keep following up. Their busy people and so are you. Your job is to contact and remind them.

Also, interns aren't allowed to give shots.
 
I don't know of many people that would lie about hiring to make you feel good. What do they have to benefit by brushing it off? I'd wait and just follow up once a week or so.

Also, in my state any interns who've passed certification can give shots and immunizations under supervision. As a P3 I've given hundreds. I'm not sure how it is in other states though.

Thanks to all for advising me to be patient. I finally got a call and interviewed two days ago. However, while I was interviewed by the pharmacy manager and store manager, the hiring decision is made by the DM. So I guess I will have to wait again.
